The establishment of Local Government in the Indian Sub-continent brought about significant changes in the management of public infrastructure projects and the formation of administrative bodies to oversee them.
Let’s discuss these developments in detail:
Formation of the Military Board (1849):
With the establishment of Local Government, a Military Board was created in 1849, under the leadership of Mr. Robert Napier.
The primary objective of this board was to supervise all public works related to infrastructure in the regions of Punjab, the North-Western Frontier Province, and nearby areas.
This move aimed to streamline the planning and execution of crucial projects for the benefit of the public.
Integration of Civil, Military, and Public Engineering Works (1854):
In 1854, a significant step was taken to improve efficiency and coordination. All Civil, Military, and Public Engineering Works were amalgamated into a single department.
Lord Robert Napier was appointed as the first Chief Engineer of this unified department, consolidating authority and expertise to ensure effective management of various projects.
Creation of a Directorate for Canals: Simultaneously, recognizing the importance of irrigation and water management, a separate directorate for canals was established.
This move reflected the recognition of the vital role that canals played in agricultural development and water distribution throughout the region.
Establishment of Public Works Departments (1866):
Responding to the increasing demand for public infrastructure development, the government set up Public Works Departments in all provinces.
These departments were brought under centralized control to facilitate better coordination and planning at a broader level.
Three Branches of Public Works (1866):
In 1866, to cater to the diverse needs of public infrastructure, three specialized branches were established within the Public Works Departments:
Military Works Branch:
Responsible for overseeing infrastructure projects related to the military, including constructions with strategic importance.
Civil Works Branch:
In charge of various civil engineering projects, particularly focusing on irrigation and related areas.
Railways Branch:
Tasked with the development and maintenance of railway infrastructure, a crucial aspect of industrial and economic growth.
Creation of Buildings and Roads (B & R) Branch (1869):
Realizing the significance of buildings and roads in the overall development of the region, the government made administrative adjustments in 1869.
As a result, the Buildings and Roads (B & R) branch was formed to cater specifically to these aspects of infrastructure development.
Introduction of Consulting Architect (January 1914): In January 1914, the position of consulting Architect was established within the B & R branch.
This step aimed to ensure that architectural expertise played a prominent role in the planning and design of buildings and roads, reflecting the importance of aesthetics and functionality.
Expansion of PWD Responsibilities: Over time, the responsibilities of the Public Works Departments continued to grow.
Various specialized Circles and Divisions were created to address specific infrastructure needs.
For instance: Canals Circles:
Established to manage and maintain the network of canals, crucial for irrigation and agricultural development.
Public Health Circles:
Focused on sanitation and public health infrastructure to promote better living conditions.
Water Supply Divisions and Circles:
Responsible for ensuring a reliable and efficient supply of water for various purposes.
Post-Independence Reorganization (May 1962):
After gaining independence, the government underwent a reorganization of all departments in May 1962. As part of this process, the Communications & Works Department of the Government of West Pakistan was formed.
This department oversaw the B & R and Town Planning departments, streamlining communication and infrastructure-related matters.
Replacement of Provincial Chief Engineer with Regional Chief Engineers: As part of the post-independence reorganization, the post of Provincial Chief Engineer, B & R, was abolished.
Instead, five Chief Engineers were appointed, each responsible for a specific region. These Chief Engineers were granted full technical authority to carry out infrastructure projects effectively within their respective areas.
