| Mandate/Charter of Duties | – Study and review Contractors Environmental & Social Management Plans, Occupational Health & Safety Management Plans, and Multi-Scale Integrated Perception of Ecological Environmental Indicator System Plans in the light of ESIA report & Contract’s guidelines and implement accordingly through Consultants. |
| – Supervise activities to initiate & guide the implementation of the Community Development Assistance Program (CDAP). | |
| – Organize & monitor activities and implement decisions of the Land Acquisition & Resettlement Committee (LARC) & Resettlement Claim Commission (RCC) regarding motivation & mobilization of affects. | |
| – Act as Convener/Member of Grievance Redressal Committees to resolve issues of labor & local communities. | |
| – Identify & report any issue of non-compliance and suggest mechanisms to link Contractor’s performance in relation to the ESMP to the timing of financial payments, incentives, or penalties. | |
| – Review monthly & quarterly progress reports of Environmental & Social Progress and hold progress review meetings with relevant monitoring staff of World Bank. | |
| – Conduct social baseline surveys to identify vulnerable communities in terms of socio-economic indicators related to demographics, health, education, poverty, etc. | |
| – Interact with stakeholders regarding their concerns about construction activities & implement contingency plans. | |
| – Any other duty assigned by superiors. | |
