1. Overview of Rural Administrative Roles:
- The Village Accountant, recognized by diverse titles such as Karanam, Patwari, Talati, and Lekhpal across various states, occupies a crucial governmental position in rural areas of the Indian subcontinent.
- This administrative role, originating in the 16th century during Sher Shah Suri’s reign, underwent refinement by Akbar and persisted through the British Raj with specific administrative adjustments.
2. Evolution of the Patwar System:
- Originating during Sher Shah Suri’s rule, the Patwar system saw further development under the Mughal emperor Akbar, maintaining its importance during the British colonial era.
- The East India Company and subsequent British crown sustained this system, manifesting as the talati in regions like Gujarat, Maharashtra, and Karnataka.
3. Responsibilities of Talatis:
- Talatis, serving as village accountants, have a pivotal role in managing land and agricultural records, tax collection, and wielding special jurisdiction in designated areas.
- Initially functioning as land-holding clerks, talatis have evolved into government-appointed officials, supplanting the role of the Kulkarni in Gujarat and Maharashtra.
4. Collaborative Revenue Collection:
- Assisting talents in revenue collection, individuals like Patils or Patels act as external support. However, discrepancies in record accuracy have been alleged, often attributed to the oversight of tribal customs.
5. Development of Duties Over Time:
- By 1814, the duties of talatis expanded to encompass the preservation of village records, monitoring daily activities, and compiling information about individuals.
- The 1882 Gazetteer of the Bombay Presidency details that a talati oversaw eight to ten villages, reporting the needs of villagers to the sub-divisional manager.
6. Compensation and Challenges:
- Historically earning £12-£18 (Rs. 120–180), talatis resided in one of the villages, conducting monthly visits, yet their salaries were recorded as low in August 1891.
- In 1884, Elphinstone observed that the Talati’s role in promoting government authority sometimes led to a reduction in the authority of the Patel, sparking negative reactions from village chiefs.
7. Involvement in Census and Land Records:
- Talatis, participating in the collection of annual census data, were often perceived negatively by village chiefs who viewed them as government representatives in the absence of a Kulkarni or standard.
- The use of diverse titles such as patwari, karanam, and kanakku Pillai across different regions underscores the rich diversity of this administrative role.
8. Maintenance of Land Records:
- The Khewat number, linked to village land, undergoes changes with land transactions, while the Khatami number, an additional identifier, also undergoes modifications during land sales.
- Girdawary, the record of land cultivation, is the responsibility of talatis in Maharashtra, Gujarat, and Karnataka, as well as similar officials in various other Indian states.

- Non-owners cultivating land for extended periods may stake claims to possession, introducing complexity to the management of land records in diverse regions.
